    9. In addition to the exemptions to the arms embargo provided for in UNSCR 1946 (2010), it is appropriate to amend the restrictive measures in order to exempt other equipment included autonomously by the Union.
    10. On 29 September 2003, the Council adopted Common Position 2003/680/CFSP amending Common Position 2002/829/CFSP in order to implement United Nations Security Council Resolution 1493 (2003) (‘UNSCR 1493 (2003)’) of 28 July 2003 imposing an arms embargo against the DRC.
    11. Common Position 2005/440/CFSP confirms the embargo and ban on the provision of related assistance of Common Position 2002/829/CFSP and provides for an additional exemption to the arms embargo and the ban on the provision of related assistance in order to bring the list of exemptions in line with UNSCR 1596 (2005).
    12. Common Position 2005/411/CFSP confirms the embargo and ban of Common Position 2004/31/CFSP and makes provision for an additional exemption to the arms embargo and the ban on the provision of related assistance, which affects all persons and entities in Sudan, in order to bring the list of exemptions in line with UNSCR 1591 (2005).
    13. For this purpose, on 19 January 2009 the Council adopted Council Decision 2009/42/CFSP [1] on support for EU activities in order to promote among third countries the process leading towards an Arms Trade Treaty, in the framework of the European Security Strategy.
    14. The beneficiaries of this project will be UN Member States, with particular emphasis on state authorities responsible for setting national policies vis-à-vis the ATT, export controls authorities, customs, and law enforcement officials that need to strengthen their expertise in order to ensure a responsible arms trade and prevent an irresponsible proliferation of conventional arms in the framework of a future ATT. The selection of specific state beneficiaries will be made on the basis of a short-list of beneficiaries proposed by UNIDIR for consideration and endorsement by the HR, in consultation with the competent Council bodies.
    15. UNSCR 1747 (2007) furthermore calls upon all States to exercise vigilance and restraint in the direct or indirect supply, sale or transfer to Iran of conventional weapons as defined for the purpose of the United Nations Register on Conventional Arms as well as in the provision of technical assistance or training, financial assistance, investment, brokering or other services, and in the transfer of financial resources or services related to the supply, sale transfer, manufacture or use of such items in order to prevent a destabilising accumulation of arms.
